Heaviest India cyclone casualties averted as India governments earn rare praise, gave residents advance notice of storm and enabled mass evacuations-BBC. Also, storm marks no increase in cat. 3-5 cyclones in N. India-Pielke, Jr.

10/11/13, Roger Pielke, Jr. twitter

"In case you're curious about N Indian cyclones "no trend towards an increase in the number
of categories 3–5 cyclones over the last 30 yrs," via Climate Depot

Casualties were minimized because India prepared people for it and evacuated many. Also, the storm hit at low tide:

10/13/13, "Rare praise as India cyclone catastrophe averted," BBC, Andrew North

"Few were closer to Cyclone Phailin when it hit land than the manager of the wonderfully-named Hotel Seaside Breeze. The waves break right in front of the blue-painted hotel on Gopalpur's sea front and were "right on top" when the storm reached its peak on Saturday night, said Krishna.

Having lived through the deadly super-cyclone that tore through this region 14 years ago, he had no doubt this one was more powerful.

Yet (Cyclone) Phailin is becoming better known for what it didn't do - thereby earning the Indian authorities some rare praise for their preparedness.

What may also have minimised its impact is that the cyclone came inland at low tide, reducing the chances of a devastating surge.

With power lines down and many homes and fields destroyed, it has still wreaked plenty of havoc - and at least 18 people are reported to have died.

But more than 10,000 perished in 1999,
and with the dire warnings preceding this storm many people feared similar casualties.
The Orissa state government, helped out by Delhi, surprised many by reacting early - sounding the alarm and organising mass evacuations along the coastal belt.

"A cynical nation has reason to hope," said Barkha Dutt, a well-known Indian TV journalist, praising the official response through her Twitter feed. "The system can work sometimes."
After the beating the authorities took for their handling of the summer floods in the northern state of Uttarakhand, in which thousands died, they didn't want to be caught out again. Extra air force and army units were put on standby to help.

Krishna was one of those who opted to stay put - instead locking wooden shutters across his windows and sitting out the cyclone inside the Seaside Breeze.

The next day, he emerged to find a few chunks of the upper floor on the ground but otherwise the building was still intact....

As so often in any natural disaster, it's the poorest, living in the weakest homes and with the least resources, who tend to pay the heaviest price.

Despite the undoubtedly lower casualties from Cyclone Phailin, there are signs of some after-the-event inflation going on, with ever larger claims being made for the numbers evacuated. A few days ago it was 400,000, now it has become nearly a million.

Whatever the true figure, the authorities have come out looking better here.

Many Indians are already expressing astonishment that more people died in a stampede at a religious festival over the weekend than in what was billed as the worst cyclone in decades.

But although it could have been much worse, there are many thousands of people who still need help. The challenge for the government now is to follow through with the clear-up and reconstruction."

Conclusion: No one's saying excess CO2 in China caused the cyclone though China is the global leader in CO2. US CO2 on the other hand has plunged and is expected to go lower. US CO2 reductions are immediately negated by China so the entire issue is moot. Americans are still told they must harm themselves and their economy indefinitely (no matter what words they use, green results are misery and death as are out in the open in the UK) because America must lead, and unless America "sets and example" for other countries (meaning China) the planet will die. Many believe this genocidal pitch. People become attached to this version of life. They are "good." If you don't agree with this view you're ridiculed and considered selfish. An endless national policy of severe deprivation for its own sake is of course de facto genocide. As to China "following" our deadly "example", China has observed us and isn't interested. It likes its communist government and making its own decisions. Politicians and others speak of the US signing a global "climate treaty." Meaning another instrument of genocide. The US has been acting as if constrained by a global "treaty" for decades. Many of the costly "good" things are merely punishment and more are planned. Long before climate scientists became celebrities, US politicians were throwing taxpayer cash out the door for general climate scare reasons.

Today the average American burns an amount similar to what they did in 1955, and even less than they did in the 1940s. …It is exactly America’s historical role of biggest and dirtiest that makes their sharp decline in CO2 pollution so noteworthy and potentially game changing at the global level.”...

In a surprising turnaround, the amount of carbon dioxide being released into the atmosphere in the U.S. has fallen dramatically to its lowest level in 20 years and government officials say the biggest reason is that cheap and plentiful natural gas has led many power plant operators to switch from dirtier-burning coal.

Many of the world's leading climate scientists didn't see the drop coming in large part because it happened as a result of market forces rather than direct government action against carbon dioxide....

BBC discussion suggests a pause in confiscation of taxpayer dollars in the face of dual problems, that temperatures have remained flat since 1998 while CO2 has increased. Money was diverted based on predicted outcomes that didn't happen which "peer reviewed literature regards as established yet unexplained:"

7/22/13, "Andrew Neil on Ed Davey climate change interview critics," BBC, Andrew Neil

Multi-billion dollar "spending decisions, paid for by consumers and taxpayers
...might not have been taken (at least to the same degree or with the same haste) if global warming was not quite the imminent threat it has been depicted....The recent standstill in global temperatures is a puzzle. Experts do not know why it is occurring or how long it will last....There is no consensus. Extensive peer-reviewed literature regards it as established yet unexplained. It is widely accepted that the main climate models which inform government policy did not predict it."...(subhead, "Reputable evidence")

CO2 doesn't cause "global warming" or "climate change:"

The criminal myth of absent US climate "action:" US politicians invented the climate industry before anyone heard of climate scientists. They've diverted trillions of US taxpayer dollars for "climate" purposes for decades:

Since at least 1990 across 13 U.S. government agencies massive US climate "action" and spending to save the global atmosphere have been mandated via the

"U.S. Global Change Research Act of 1990"

US politicians converted the US government and US taxpayers to the service of the climate industry long ago. Fighting imaginary "human-induced and natural processes of global change" (Title 1...Section 101) of course never ends. Section 4 cites the desirability of reducing CO2:

Notice that the U.S. is far and away the leader in reducing carbon dioxide (CO2) emissions, while China primarily is responsible for pushing global CO2 emissions higher. In fact, CO2 emissions growth in China more than offsets all the CO2 savings that we have achieved in the U.S.  This will happen for the foreseeable future. Domestic actions to reduce carbon dioxide emissions will not produce a decline in the overall atmospheric carbon dioxide concentration.  The best we can hope to achieve is to slow the rate of growth of the atmospheric concentration—an effect that we can only achieve until our emissions are reduced to zero. The resulting climate impact is small and transient."...

4/21/12, "Why Emissions Are Declining in the U.S. But Not in Europe,", Michael Shellenberger and Ted Nordhaus

"It wasn't that long ago that the U.S. was cast as the global climate villain, refusing to sign the Kyoto accord while Europe implemented cap and trade.

But, as we note below in a new article for Yale360, a funny thing happened: U.S. emissions started going down in 2005 and are expected to decline further over the next decade, while Europe's cap and trade system has had no measurable impact on emissions. Even the supposedly green Germany is moving back to coal.

Why? The reason is obvious: the U.S. is benefitting from the 30-year, government-funded technological revolution that massively increased the supply of unconventional natural gas, making it cheap even when compared to coal.

The contrast between what is happening in Europe and what is happening in the U.S. challenges anyone who still thinks pricing carbon and emissions trading are more important to emissions reductions than direct and sustained public investment in technology innovation."

"When Obama’s energy secretary communicates that he has no interest in lowering the price of gasoline, instead focusing on energy efficiency and clean energy, he’s following the same inhumane line which has made it so expensive to drive a car or heat a home in Europe.

Talk of using carbon credits for “super-energy efficiency” is an admission that a movement using dead seniors as a prop is actually pushing to make energy use as expensive as possible and to reduce usage as much as possible. The “die-in” crowd isn’t for lowering energy prices — it’s for adding more taxes that will benefit energy efficiency and clean energy experts....

The family that has to choose between feeding their children or being able to afford to drive to work or heat their home is not a talking point; they are the new Kulaks, the victims of ideological government policy that has no problem with watching people die so long as it gets its way.

Stalin killed millions to industrialize the Soviet Union. The New Left will kill millions to deindustrialize the West. It’s already doing it. While its activists are trying to peg the blame for fuel poverty fatalities on a government which is badly out of cash, it need look no further than its own activists and celebrities who preach the green life from their mansions."...
