US Mayors such as Carmel, Indiana’s Jim Brainard want Obama to give them US taxpayer dollars for imaginary future CO2 climate damage despite scientific fact that US CO2 has plunged, is going lower, and is no longer a threat

Even if man made CO2 ever caused global warming, US CO2 is no longer the problem. Scientists say US CO2 has plunged over the past two decades and is expected to go lower. This hasn’t been the case with other countries. Experts predict US energy policy will change to reflect reduced concern for CO2.

Some members of a US Mayors Conference such as Carmel, Indiana Mayor Jim Brainard appear uninformed about current science, and say they need federal tax dollars from Obama to pay for town projects to prepare for climate terror. (Even the UN IPCC says they see no proof that humans cause hurricanes, tornados or floods).

This would be in addition to hundreds of billions US taxpayers have paid and continue to pay for “climate” expenses.  Despite that American taxpayers can’t be blamed for upcoming weather events as US emissions are heading even lower. (Assuming bad weather ever was Americans’ “fault.”)

Mayor Brainard needs money for his town of 80,000 as the taxpayers have recently paid $200 million to bail out a Brainard project.

The Town faces debts totaling close to $1 billion. Brainard is also a signatory to theUS Conference of Mayors Climate Protection Agreement” which states on page 35 that Brainard defers to views of the UN IPCC for matters affecting Carmel, Indiana such as that “global warming pollution” is happening and is caused by humans:

1/18/13, U.S. mayors focus on ‘local warming,’ urge Obama to act, Reuters

Mayors from a number of U.S. cities urged the White House this

week to take the lead on

setting an agenda to address climate change.

City leaders said that only the federal government has the tools

and clout to address greenhouse gases often blamed for
warming the planet….

“This should be discussed openly,” said Jim Brainard, the Republican mayor of Carmel, Indiana, who co-chaired the climate panel….

Mayors contend that those efforts often need
federal funding.

They are counting on help from Washington to upgrade storm water systems, for example, and otherwise brace for the practical fallout from more extreme weather.

“There is a lot of call for the president to use his ‘bully pulpit’ and explain the consequences here,”

said Brainard.“

Carmel Mayor Jim Brainard is under fire.

The council president is accusing him of making secret deals using tax payer money. Now a former city councilman is asking the US Attorney to investigate….

The RDC has created $200 million worth of debt with the sole approval of the Mayor

we’d like to know what happened with this money,” said Acceturo.

He contacted the US Attorney’s office and requested investigators go through the financial dealings of the Redevelopment Commission

as well as the Carmel City Center Community Development Corporation or 4CDC.

“The question we have here is, were federal laws broken by the activities of the 4CDC and the Carmel redevelopment Commission?” said Acceturo.

The US Attorney will not comment on whether he intends to investigate.

24-Hour News 8 requested a comment from Mayor Brainard. We were told he was out of town. His office did not release any statements concerning the issue.”

A Carmel City Council member is calling for the ouster of the City Center’s Development Commission after discovering its leaders paid the former CEO of the Palladium $100,000 to leave and not file a lawsuit.

After the CEO of the Carmel Palladium abruptly resigned last year amid serious
allegations of misconduct, Eyewitness News has learned of a six-figure settlement to help him go away.

The discovery came as the Carmel City Council set out to investigate the Redevelopment Commission Debt.

Just weeks ago, Indiana’s Department of Local Government Finance put out a debt report showing the city of Carmel with
$895 million in total outstanding debt, ranking it the number one city in the state when it comes to debt load.

The council also made a surprising discovery: a settlement involving the former CEO of the Palladium, Steven Libman.
Libman resigned after allegations of a romantic relationship with his assistant. The mayor hired a private investigator and said money given to the foundation was misused for travel, hotels, meals, and shows.

Until now, Councilman Rick Sharp says City Attorney Doug Haney and Mayor Jim Brainard denied paying Libman any money. New documents now show that was not true.

Sharp revealed that the mayor and city attorney later paid $100,000 to Libman to keep Libman from filing a lawsuit against them. The settlement had never been disclosed to the council.

“When you’re trying to deal with a body, an entity, an administration that has proven that they will actively cover up things, it’s kind of tough for me to pull the trigger on a potential $200 million debt issue until I can feel that I have clearly gotten to the bottom of it all,” said Sharp.”…

Carmel’s disastrous fiscal policies should serve as a warning sign to Indianapolis’ City-County Council as Mayor Greg Ballard tries to blackmail them into approving a massive expansion of TIF districts to finance more “economic development” activities
at the expense of basic city services.

Carmel has put a substantial amount of its tax base in a TIF district.

Funding of the TIF district is controlled by the Carmel Redevelopment Commission, which is

controlled by Mayor James Brainard’s appointees. The CRC has racked up $345 million in debt to finance The Palladium, The Performing Arts Center and City Centre,

In a surprising turnaround, the amount of carbon dioxide being released into the atmosphere in the U.S. has fallen dramatically to its lowest level in 20 years, and government officials say the biggest reason is that cheap and plentiful  natural gas has led many power plant operators to switch from dirtier-burning coal.

Many of the world’s leading climate scientists didn’t see the drop coming, in large part because it happened as a result of market forces rather than direct government action against carbon dioxide, a greenhouse gas that traps heat in the atmosphere.

Michael Mann, director of the Earth System Science Center at Penn State University, said the shift away from coal is reason for “cautious optimism” about potential ways to deal with climate change….

In a little-noticed technical report, the U.S. Energy Information Agency, a part of the Energy Department, said this month that energy related U.S. CO2 emissions for the first four months of this year fell to about 1992 levels. Energy emissions make up about 98 percent of the total.

virtually everyone believes the shift could have major long-term implications for U.S. energy policy.”…

“Not only that, but as my top chart shows, US CO2 emissions are falling even faster than what President Obama pledged in the global Copenhagen Accord.

Here is the biggest shocker of all: the average American’s CO2 emissions are down to levels not seen since 1964 --over half a century ago. …Coal is the number two source of CO2 for Americans. Today the average American burns an amount similar to what they did in 1955, and even less than they did in the 1940s. …It is exactly America’s historical role of biggest and dirtiest that

makes their sharp decline in CO2 pollution so noteworthy

Global Warming ‘action’ was institutionalized in US government in 1990 by George Bush the 1st in the “U.S. Global Change Research Act of 1990.”  CO2 is mentioned near the end.
Trillions have been taken from US taxpayers for climate endeavors via agency budget allocations, tax subsidies, diversion of US military to climate or green projects, countless federal regulations, vast sums shipped out in no strings foreign aid for ‘climate’ capacity building, etc.

Other countries’ CO2 hasn’t dropped despite hundreds of billions spent on cap and trade and extra taxes. This isn’t to say the US government hasn’t become business partners with the ‘climate’ industry.
