Not stated if political affiliation was self-described, but in any case the poll chose to weight the sample +8 for Democrats vs Republicans. They don’t state a reason for this, just say on page 9 that they used same party ID breakdown as recent WaPo-ABC polls: 

“The sample is also weighted to match the average of party identification in the previous two waves of [Washington] Post-ABC national polls and this current survey." 

From page 10: Sample size: Adults: 1001 unweighted sample size, error margin 3.5. Registered voters: 893, error margin 4.0. It’s not stated how “registered voter” status was determined, for example was it self described. They don’t include a filter for Likely Voters.
