Devoting 13 federal agencies to 'climate' matters is hardly a lack of action! In fact,
Global Warming 'action' was institutionalized in US government in 1990 by George Bush the 1st. So, 22 years after that...congratulations,
a big win! Penn State panelists among others wanted the US to knock down CO2 production and it did. The US
even exports fuel now!
