Source: 2004 Florida primary canceled:
Tues., March 4, 2004 Florida primary canceled
2004, "2004 Presidential Primaries, Caucuses, and Conventions," thegreenpapers.com
"5 candidates, George W. Bush, Mike T. Miller, Kenneth Scot Stremsky, "Bill" Wyatt, and Joan Malone YeHanna, filed for ballot access for the 9 March 2004 Florida Republican Presidential Primary. However, only one candidate, President George W. Bush, was nominated by the Florida Republican Party. Since there was only one candidate, the primary was cancelled.
- 75 district delegates are to be allocated to presidential contenders based on the primary results in each of the 8 congressional districts: each congressional district is assigned 3 National Convention delegates and the presidential contender receiving the greatest number of votes in that district will receive all 3 of that district's National Convention delegates.
- 34 at-large delegates (10 base at-large delegates plus 24 bonus delegates) are to be allocated to the presidential contender receiving the greatest number of votes in the primary statewide.

Comment: I looked for about a half hour for an additional source to substantiate that the 2004 Florida GOP primary had been canceled, but this was the only one I found. It states the primary was canceled because "only one candidate" "was nominated by the Florida Republican Party," that being GW Bush. I don't know if this means the Party has to "nominate" you to have ballot access, but in any case, it seems there was no 2004 primary.
